Residents in New York and New Jersey on Wednesday braced for the arrival of a nor’easter expected to pelt the region with more rain, high winds and coastal flooding even as the Superstorm Sandy recovery is underway.

A small earthquake hit northern New Jersey early Monday morning, the U.S. Geological Survey reported. The magnitude 2.0 temblor struck at 1:19 a.m. and was centered in Ringwood, N.J., a community that’s still reeling from downed trees and power outages caused by Superstorm Sandy.

Commuters into New York City endured long waits and crowded trains, giving the recovering commuter system a stress test a week after Superstorm Sandy ravaged the New Jersey and New York coast lines....

The federal government will cover 100 percent of emergency power and public transportation costs through November 9 in eight New Jersey counties that were hit hard by Hurricane Sandy, according to the two U.S. senators representing the state.

A day after it launched a punishing strike on the East Coast of the United States, Superstorm Sandy remained a threat Tuesday. Andrew M. Cuomo's declaration Thursday follows those of Virginia Gov. Bob McDonnell, New Jersey Gov. Chris Christie and Maryland Gov. Martin O'Malley. North Carolina Gov. Beverly Perdue - whose state is projected to take the first hit Saturday when Hurricane Irene makes landfall in the U.S. - limited her declaration to counties east of Interstate 95.
