ULSTER - A Town of Ulster man was arrested Thursday on charges of rape and endangering the welfare of a child.Town police said they began their investigation March 20 after receiving a complaint from the parents of a 12-year-old girl. The parents said their daughter met Justin S. Baker, 20, of Tuytenbridge Road, Lake Katrine, through several social media sites and subsequently spent time with him at his home.
