The new U.S. Senate and House tax plans would limit cities' (and towns', school districts', counties', and local authorities') power to "advance refund" their debt - and hospital, college, and private-developer debt assisted by cooperative local governments - by restricting tax-free municipal bond sales to plain-vanilla new bond sales.
