By Andrew Brown Two of West Virginia's largest utilities are asking the state Public Service Commission to change a long-standing policy in two separate rate adjustment cases. Both West Virginia American Water and Mountaineer Gas have asked the commission to alter the way it determines how much the companies can charge its customers.
