PORTSMOUTH — Police charged one of the motorists involved in a head-on collision Monday afternoon on West Main Road with driving under the influence, second offense.An investigation revealed that Matthew Joseph Poulin, 24, of Westerly, was driving north on West Main Road in his gray Dodge pickup near the Portsmouth-Middletown line.
