In a move that could drastically reduce the recidivism rate among inmates, the Obama Administration will soon lift a ban that has kept federal and state prisoners from accessing financial aid for school for more than twenty years. The future grants could have a particularly huge effect on people of color, who are more likely to be incarcerated than white people and less likely to attend college.
