A Bakersfield woman has been arrested on suspicion of grand theft and identify theft for allegedly impersonating her dead mother to withdraw a $41,691 annuity. Victoria Coffee, 46, was arrested Wednesday and is scheduled to be arraigned May 22, according to a news release from the California Department of Insurance.
