By William CrumStaff writerwcrum@oklahoman.comMAPS 4's Clara Luper Civil Rights Center is envisioned as a campus dedicated to the legacy of the Oklahoma City civil rights leader and to promoting her approach of hastening change through nonviolent civil disobedience. Luper formulated and led the NAACP Youth Council's sit-in strategy at downtown's Katz Drug Store lunch counter in the late 1950s. Thursday, retired Urban League OKC President Leonard Benton described for the 11-member MAPS 4 Citizens Advisory Board plans for the 5-acre center, to be developed at Luper's home base, the Freedom Center at NE 25 and Martin Luther King Avenue. The $25 million project includes Freedom Center restoration, renovation of the neighboring filling station for a visitors' center and Cafe 1619, a nod to the year the first African slaves were sold into servitude in America, and a Smithsonian-quality museum and education/events center.
