MIDDLETOWN >> Council has returned to full strength, as Steve Byrne was unanimously appointed to represent the fourth district. Byrne is replacing Chris Quinn, R-168, who was elected in July to the Pennsylvania State House. The seat was previously held by Tom Killion, R-9, who was elected to the state Senate in the spring.
