In 2017, a retired shipyard worker named Kenneth Humphrey was arrested in San Francisco for allegedly breaking into his neighbor’s house, threatening him, and stealing $5 and a bottle of cologne. Humphrey, who was 63 and had a record of previous arrests, was quickly booked into a local jail. As he waited for trial, a judge gave him the option to go home—but only if he forked over $600,000 in bail.
