Ohio legislators and Gov. John Kasich agree that college affordability is a priority, so regardless of which plan is adopted in the new two-year budget, universities are going to feel the pinch. Kasich’s proposed budget capped tuition increases at 2 percent over two years. House Republicans swapped out that limit with a flat $200 cap on increases for four-year schools, and a $100 cap for two-year and regional campuses.
