By Phil Kabler Gov. Jim Justice is planning to call the Legislature into special session on the state 2017-18 budget next week, lacking consensus or cooperation among House Republican leaders for the proposal. However, chief of staff Nick Casey said Thursday he's hopeful that will change by the time legislators return to Charleston on May 4. "I'm cautiously optimistic that a pathway is forming up," he said.
