When Colorado’s casinos opened their doors in October 1991, one establishment had a dirt floor and served beer from an ice-filled trough that horses previously used for drinking water. “Black Hawk still had dirt roads. There was no parking, and there was a creek that ran alongside the road,” said Judy Laratta, who worked in a Central City casino on opening day and now serves as the city’s mayor pro tem.
