Colorado’s sunny economic outlook is making it rain tax dollars. The latest state revenue forecasts presented to lawmakers Wednesday anticipate about $1 billion in new money to spend, save or refund in fiscal year 2019-20, a 6 to 8 percent increase from the budget year that begins July 1. “We are in a relatively robust portion of the economic expansion,” said Greg Sobetski, a Legislative Council economist.
