D.C.’s Southwest waterfront is reinventing itself again

It’s a lazy, hazy Sunday afternoon on the Southwest waterfront, and only two sounds can be heard: Otis Redding’s “(Sittin’ on) the Dock of the Bay” and the splash of tiny waves against the houseboats at Gangplank Marina. A beaming couple come around the bend. They speak in a near whisper.
