Many in the Latino community watched helplessly as a raging Prairie Township apartment fire killed 10 people a little more than a decade ago. The victims, which included a Mexican couple and their three young children, were part of the community. But most of the onlookers didn’t know what to do in the face of the thick, choking smoke and crackling, licking flames that reached temperatures as hot as 1,000 degrees.
