By Randy Ellis Staff Writer rellis@oklahoman.com Overturning an earlier vote, the state House of Representatives passed a bill Wednesday that would bolster funding for Oklahoma district courts by increasing some court fees and authorizing court clerks to assess a 15 percent administrative fee on all court fees that benefit non-court entities.
