Two police officers stood outside Smith’s hospital room to watch over the newborn’s transfer to the child services department in Adams County, Colorado, which places infants and children in foster homes. The agency took Smith’s baby after Smith, who is only being identified by her last name to protect her privacy, tested positive for methamphetamine.
