LIMA — It was built by a doctor who practiced at the confluence of medicine and electricity. Phyllis Diller roamed its halls as a child and Lima’s first Japanese restaurateur set up shop on its ground floor at the dawn of the 1920s. By 1962, however, it stood in the way of progress.
