Pennsylvania Gov. Tom Corbett signed into law Tuesday a bill that bans former criminal offenders from provoking "mental anguish" in their victims -- legislation that the American Civil Liberties Union's state chapter says "can't pass constitutional muster."Corbett, a Republican, signed the Revictimization Relief Act in Philadelphia, near the site of police officer Daniel Faulkner's fatal 1981 shooting.
