The father of a Chillicothe lawyer killed in a crash with a drunken driver has filed a wrongful-death lawsuit against the State Highway Patrol claiming that a dispatcher’s negligence caused his daughter’s death. Richard Rooney, administrator of the estate of his daughter, Anna Rooney, filed the lawsuit Wednesday in the Ohio Court of Claims.
