Community leaders will hire an outside consultant to try to fix communication and personality conflicts at the county’s lead disaster-preparedness agency. The executive committee of Franklin County Emergency Management and Homeland Security made that decision yesterday while also choosing to retain Michael R. Pannell as the agency’s director.
