The future of the death penalty will be on the ballot in three states Tuesday, potentially affecting more than one-quarter of the nation’s death row inmates. California, Nebraska, and Oklahoma will vote on four capital punishment ballot measures at a time when support for the death penalty nationwide is at all-time lows.
