About a half-dozen states are considering cutting income taxes and simultaneously increasing sales or excise taxes — sparking debate on whether wealthier taxpayers will benefit disproportionately at the expense of those living on lower incomes. The offsets often are proposed as a way to comply with state balanced-budget laws.
