Joan Quigley, 87, the astrologer who helped determine President Ronald Reagan's schedule and contended it was she who persuaded him to soften his stance toward the Soviet Union, died Tuesday at her San Francisco home, her sister, Ruth, told the San Francisco Chronicle.
