Wisconsin Gov. Scott Walker and Florida Sen. Marco Rubio will deliver dueling foreign policy speeches Friday in South Carolina. Rubio, who will focus his remarks on China, followed Walker’s lead this week in calling for the scaling back of Chinese President Xi Jinping’s state visit next month. Walker, who has less experience on foreign policy issues, will deliver broad remarks as he hopes to regain his campaign’s footing amid declining poll numbers. Democratic presidential candidates will face their party leadership in Minneapolis Friday, but one man, Joe Biden, will be missing, as he continues to ponder launching a bid for the Oval Office.
