California will get nearly $200 million as part of a $7 billion nationwide settlement over toxic mortgage securities marketed by Citigroup Inc. during the housing bubble. Federal officials said the nationwide settlement includes a $4 billion civil penalty and an acknowledgement by Citigroup that it misled investors and others about its residential mortgage-backed securities.
