Among the more striking aspects of “Nemesis: One Man and the Battle for Rio,” Misha Glenny’s interesting, if not compelling, story of Antonio Francisco Bonfim Lopes, is its matter-of-factness. Lopes, aka Nem, ran Rocinha, a slum of some 70,000 in the south of Rio de Janeiro, from 2006 to 2011 when cops put a stop to his activities both nefarious and benign.
