California's lawmakers failed to agree on a balanced budget by the start of its new fiscal year on Wednesday morning, clearing the way to suspend payments owed to the state's vendors and local agencies, who instead will get "IOU" notes promising payment.

U.S. lawmakers plan far-reaching insurance market reforms, and would require that businesses and individuals purchase medical coverage as they seek to overhaul the U.S. healthcare system, an early draft of Senate legislation said on Saturday.

The plan would generate $4 billion a year by raising taxes on the highest earners, in a move that would help to close the state’s budget deficit.
