GOSHEN - A public hearing before the Planning Board on Thursday evening will address if Merlin Entertainments' state-mandated environmental review for the Legoland project has been adequately completed.If the Planning Board approves of the final environmental impact statement, the public has a brief period to offer feedback.If the $500 million Legoland project is approved by the Planning Board, the Town Board would still need to change local laws to allow theme parks.
