SACRAMENTO, Calif. -- California prison officials have submitted a construction plan intended to expand medical and mental health treatment for inmates. The California Department of Corrections and Rehabilitation filed the plan Friday in response to a federal court order. It includes a 1,734-bed facility in Stockton at a cost of $1 billion.
