State Quietly Gave Larger Raises To Non-union Managers

Mostly enacted through a new step added to the pay scale for some employees, bigger paychecks went to about 1 in 5 of the state's 16,948 exempt management employees — typically higher-ranking workers who are not members of labor unions and don't have the same job protection.
