A top El Paso County Sheriff's official is on his way out - and recent tumult at the Sheriff's Office has nothing to do with it, he says. Todd Evans, who in March 2015 signed on as one of two chief deputies serving under Sheriff Bill Elder, has resigned to become the director of community development for the city of Fountain, Evans confirmed.The $120,000-a-year job will eventually earn him the title of deputy city manager, assuming he is approved by Fountain City Council, officials say.Evans' resignation is effective Friday, and he starts his new job on Monday.
