When it comes to dangerous weather, Judith Foltz is feeling a bit safer these days.Foltz, 60, is one of 50 impoverished residents of Warren selected to receive a new, free emergency radio that will alert her to tornado watches and tornado warnings.The radios, valued at approximately $30 each, were donated by the Warren Police Department's Citizen Emergency Response Team.
