Mary Fallin and Republican leadership have endorsed a revenue package that would prevent cuts to Oklahoma's major health care agencies and boost teacher salaries, but the proposal would need Democratic support to pass the Oklahoma House. The plan did not include raising the tax rate on oil and gas production, or a higher income tax rate for some earners, two things Democrats want in special session.
