HONOLULU (AP) — The Honolulu City Council is overriding Mayor Kirk Caldwell's veto and enacting a ban on sitting and lying down in noncommercial areas of Honolulu. The council approved the override 6-3 Wednesday. Caldwell vetoed the sit-lie bill last month, saying he didn't like that it extended the ban from commercial areas like Waikiki to areas far from sidewalks, such as the bank of a canal where a small tent city emerged.
